|Who can attend an FAW requalification course is a question that often comes up on our helpdesk. Firstly and most importantly, when a First Aid at Work certificate expires they are no longer a first aider. So form the employers’ point of view they may not be meeting their statutory duties under the Health and Safety (First-Aid) Regulations 1981.|
Secondly, as I’m sure you would have found, there are wide spread variations in the FAW requal requirements dependent on the where the training is sourced. The standard is that a Learner can attend a FAW Requalification course where his/her certificate expired within a month but variations can be 1, 2 or even 3 months. We know of training providers who will accept any time frame!
The Training Provider needs to consider the impact this person will have on the course. An experienced long time served first aider may have sufficient recall not to negatively impact the course. Someone on their first requal may have forgotten everything requiring more training time which could jeopardise the whole course. Don’t forget the FAW requal course is identical to the full three day course presented over a two day time span. Even the three day course can be tight on time especially with a full class and Assessment / exam.
The employer should also have an input into this decision. For Awarding Organisations, a person failing a requal will need to take the full 3 day course, hence incurring both the cost of the requal and the cost of the 3 day FAW.
In the end, the training provider must ensure that the trainee has gained sufficient knowledge and expertise to be awarded the qualification (certificate).
However, overall it is the employers’ responsibility to have sufficient first aid provision to meet the First Aid Regulations and that includes selecting a suitable training provider (but that’s another story). But when things go wrong, a legal action could also be taken against the training provider. Here, the training provider would need to prove that the training was fit for purpose and the trainee attained a standard sufficient to award the qualification.
Note: The training provider must have sight of the expired / expiring certificate and record the serial number, expiry date and training provider. A photocopy is preferred.
